Project Description

The City of Perth has identified the lack of affordable housing in the Perth CBD area as one of the biggest challenges facing the city in the coming years. The City is taking the initiative in filling the current gap in ‘key worker’ housing for low income workers by implementing a demonstration project at 111 – 133 Goderich Street.

The project delivered 48 key worker apartments together with the construction of a multi-level CPP car park, to support the need to replace the parking which existed on the original site.

Our Role

NS Projects provided project management services to the City for the feasibility and design stage. This role was subsequently expanded to include principal’s representative services during the tender and projects construction phases. NSP has assisted in the preparation of the business case, assisting with the financial feasibility forecasts incorporating a range of funding scenarios, assisting the City in engaging professional consultant team, ongoing programme management, and general supervision of the project through the design and delivery phases.

Challenges Overcome

• The need for the scheme to qualify for the federal government’s National Rental Affordability Scheme (NRAS) funding. This has required engaging a ‘not for profit’ community housing provider much earlier in the process than originally anticipated, which ensured the project secured funding before this revenue stream expired in December 2010.
• Value management of the project scope to achieve the City’s budget expectations, involved omission of certain design features whilst maintaining the overall objectives of the project.
• The requirement for the project to achieve a 4-star GreenStar rating. For a multi-unit residential scheme this will be one of the first projects in Western Australia to achieve this rating. This requirement was incorporated without delaying the target commencement and completion dates, and without major construction cost increases. NS Projects has undertaken extensive risk and value management reviews to facilitate this outcome.
